Parliament speaker meets leadership of National Bank of Moldova, deposits' guaranteeing fund

Chisinau, 3 February /MOLDPRES/ - Parliament Speaker Zinaida Greceanii and the head of the parliament’s commission for economy, budget and finances, Vladimir Golovatiuc, today met the leadership of the National Bank of Moldova (BNM) and the one of the fund of guaranteeing deposits in the banking system (FGDB), the parliament’s communication and public relations department has reported.
At the meeting with BNM Governor Octavian Armasu, the sides heard the information for the 2019 report, including the evolution and eventual inflation and deflation risks, situation of the reserves, loans and deposits, exchange rate, transparency and evolution of the stockholders of the commercial banks, relations with the International Monetary Fund (IMF), vision as to the strengthening of the institution’s capacities, etc.
The sides also discussed possibilities of backing the government’s economic policies and of encouraging the development of the real sector. Zinaida Greceanii stressed the need to identify stimulating measures for economic agents, including through enhancing the capacity of accessing and assimilating development credits.
Also, the participants in the meeting highlighted the extension of the sector of non-bank crediting companies and, implicitly, of the enhancement of the related risks. The sides emphasized that a draft law on the improvement of the legal framework regulating the work of the Non-bank Crediting Organizations (OCN) was in the legislative procedure. The draft’s goal is inclusively to exclude the risk of residents’ excessive indebtedness.
In another context, Octavian Armasu informed the parliament speaker about the BNM’s dialogue with IMF, in the light of the conclusion of a programme with Moldova’s government and in the perspective of initiating a new programme.
The discussions on the bank sector continued at the meeting between the parliament speaker and the head of the FGDB administrative board, Nadejda Cornetel, as well as the fund’s executive general director, Eduard Usatii. According to the institution’s representatives, the fund’s current challenges are the increase of the ceiling of guaranteeing the deposits up to 50,000 lei starting from 1 January 2020, launch of the guaranteeing of the deposits of legal entities and of the bank resolution fund. The final report on the work of bank deposits guaranteeing fund is to be presented to parliament in next April.
Given that the parliament’s spring session starts, Parliament Speaker Zinaida Greceanii holds meetings with the representatives of institutions which report to the parliament, in order to identify medium-term problems and priorities.
