Mechanism of medical institutions'supply with medicines non-functional, inefficient in Moldova

Chisinau, 4 February /MOLDPRES/ - Prime Minister Ion Chicu, assisted by Health, Labour and Social Protection Minister Viorica Dumbraveanu, today considered the subject on supply of medical institutions with medicines and medical devices, the government’s communication and protocol department has reported.
The participants in the meeting found out a string of problems as to the provision, which are repeated annually, as well as the erroneous enforcement of the legal and normative framework and the defective communication. These and other dysfunctions in the beginning of each year trigger a deficit of medical institutions’ supply with medicines. The mechanism has proved to be non-functional and inefficient.
After examining the aforementioned problems, the PM ruled to be revised the competences of the centre and change the normative framework, so that the medical institutions be able to make urgent procurements of small value.
The participants in the meeting tackled important aspects on the financial sustainability of the national health system. The National Health Insurances Company informed that the balance of the Mandatory Health Insurances Account amounted to about 400 million lei and there were no delays in financing of institutions; all payments in advance provided for by the legislation have been made.
The participants in the meeting discussed the usefulness of the elaboration of a mechanism of assessing the capacity of the contracted economic agents to fulfill the commitments taken, by observing the terms and products’ quality.
