Road traffic monitoring system to be expanded nationally

Chisinau, 7 February /MOLDPRES/- Today Prime Minister Ion Chicu had a meeting to consider the concept of development of the road traffic monitoring system. The concept was worked out within the Ministry of Internal Affairs and presented by head of the Information Technology Service, the government’s communication and protocol department has reported.
The mission of the system is to reduce the number of violations of national regulations, eliminate corruption in applying sanctions, and will provide other mechanisms needed to the bodies responsible for ensuring public order.
The Prime Minister asked for detailed information on the current composition of the system and its performance, as well as the vision of developing the system together with its functionality and social usefulness.
STI director Andrei Sova informed about an investment made by STI in 2018, which involved the establishment of 6 monitoring points in Chisinau with 15 surveillance cameras with extended functional capabilities. Following implementation of the monitoring points, fines amounting to 15 million lei were collected in just 6 months.
The information shows that INP made in 2019 about 163 thousand reports, of which 54% were generated by the automated system. The amount of fines paid is about 56 million lei.
Currently, the road traffic monitoring system in Chisinau includes 41 points of interest, in 33 intersections of 8 road sectors.
The monitoring system in the near future will be integrated into Safe City system.
The experience of building Safe City systems in big cities has had important effects on improving public order and traffic discipline.
The concept of system development involves upgrading existing infrastructure and expanding nationally in 4 stages, which would last 3 years and involve investments of about 237 million lei. The decision to accept the concept will determine the need to elaborate the national regulatory framework, including on the protection of personal data.
The official said “The presentation is good and comprehensively explains the reasoning of investment in system and social usefulness. We must clarify all aspects and get to develop an action plan with clear terms. The plan must be in 2 weeks. ”
Ion Chicu said he would like the amount of fines paid to be zero after the project implementation and the number of violations recorded should be zero. The statistics show that the system will be sustainable in financial terms.
The premier asked that the action plan on building national system should be synchronized with the road infrastructure rehabilitation program of the government. "We cannot afford luxury to postpone investment in system development. We will provide resources for its development in amending the budget in summer 2020. Prepare detailed action plan,” Chicu said.
