Decision No 7 from 13 March 2020 of Moldova's National Extraordinary Public Health Commission

On the evolution of the epidemiological situation of the COVID-19 infection
Chisinau, 13 March /MOLDPRES/ - The participants in a meeting of the National Extraordinary Public Health Commission (CNESP) have considered the epidemiological situation through COVID-19, including the tendencies of the disease’s evolution all over the world, regionally and nationally. The Commission ascertains that, on 13 March 2020, six cases of COVID-19 (of import) were confirmed in persons who have recently returned from Italy.
On 11 March 2020, the World Health Organization announced the phase of pandemic transmission of the SARS-CoV-2 virus; also, the COVID-19 infection is registered in all EU countries, with the pace in increase of disease cases similar to the transmission in China, as these countries are intensely visited by or are with temporary residence of Moldova’s citizens.
Following the analysis of the current epidemiological situation in the world, regionally and nationally as to COVID-19 and international organizations’ recommendations, the National Extraordinary Public Health Commission,
DECIDES:
1. Note is taken of the information presented by the Health, Labour and Social Protection Ministry on the epidemiological situation at infection with COVID-19, the preventive and response measures.
2. The degree of red code of alert is ascertained nationally as to the epidemiological situation through the COVID-19 infection, as there is a confirmed danger of the starting of public health emergency, in accordance with the provisions of the Government Decision No 1431 from 29 December 2016.
3. The Plan on preparation and response to the infection with the new-type Coronavirus (COVID-19) is approved.
4. The continuous implementation of the earlier CNESP Decisions will be ensured.
5. The Interior Ministry (MAI), Finance Ministry will ensure the ceasing of the work of some state border crossing points on the Moldovan-Romanian and Moldovan-Ukrainian state border segment, according to the annex.
6. The Economics Ministry will ensure the ceasing of the international movement of the road passenger transport through regular and occasional routes, as well as of the railway transport to/from Moldova, according to the annex.
7. The Civil Aviation Authority will ensure:
1) The ceasing of the regular air flights with Italy, Spain, France, starting from 15 March 2020, 00:00.
2) The ceasing of the regular air flights with Austria, Belgium, Czech Republic, Cyprus, Germany, Ireland, the United Kingdom, Poland, Portugal, Romania, beginning with 16 March 2020, 00:00.
3) Interdiction for air operators to embark passengers who come to Moldova, by stopover, from Italy, Spain, France, Germany, China, Iran and South Korea.
4) Ban for the air operators to embark people with other citizenships than the Moldovan one, who come to Moldova.
5) The stateless people and foreign citizens with residence or permit of stay in Moldova represent exception from the provisions of the point 7.4.
6) The decision is valid till 31 March 2020, with possibility of extension.
7) Compulsoriness for the air operators to present data about passengers, with the additional indication of the places onboard, at the finalization of the formalities of embarking passengers with the final destination to Moldova.
8) The local public authorities, managers of the buildings for entertainment, recreation, sports halls, sports centres, swimming pools, fitness halls, theatres, movie theatres, concert halls, museums and other units for entertainment and recreation will ensure the ceasing of the organized activities, including in the places of recreation and entertainment, on the territory of Moldova till 1 April 2020.
9) The managers, directors, owners of passenger transport companies (buses, trolley buses, mini-buses, taxis and other urban and inter-urban passenger transport means), no matter the property form, will provide the hygienization and disinfection of the transport means after each trip and in the end stations.
10) The ceasing of the religious meetings/services for all cults on all the territory of Moldova. In emergency cases (burials), the provisions of the point 2 from the Decision of the National Extraordinary Public Health Commission from 10 March 2020 will be taken into account.
11) The monitoring of the Commission’s decisions is entrusted with the Health, Labour and Social Protection Ministry.
