Chisinau, 2 December /MOLDPRES/- The draft law on compulsory health insurance funds (FAOAM) for 2021 voted by the cabinet was made public in the Official Journal today.
According to the draft, revenues worth 11.1 billion lei and expenses of 11.3 billion lei are foreseen for next year, with a deficit of 200 million lei that will be covered by the balance of funds due to be formed in late 2020.
For 2021, about 2.7 billion lei will be earmarked from the state budget to increase wages for medical staff: by 10% from 1 April 2020, by 30% from 1 September 2020, as well as the implementation of the next step of increasing by 30%, starting with 1 January 2021 and covering the expenses for staff involved in providing medical assistance to people who meet the criteria of the COVID-19 case definition.
In the basic fund, 11.1 billion lei are planned to be accumulated and used, by 35.9% more compared to the level approved for 2020. Thus, the revenues will be used to cover the expenses for the implementation of the single compulsory insurance program. This subprogram provides for compensated medicines worth 678.6 million lei.
For 2021, 15 million lei are provided for the development and modernization of medical institutions. More high - performance medical equipment will be purchased, new medical technologies will be implemented etc.
Under the World Bank's Emergency Response to COVID project, 31 million euros has been earmarked in the health system. The money will be spent on purchase of medical devices, personal protective equipment, tests and repair of intensive and infectious therapy units.
The program is funded by the Council of Europe Development Bank worth 40 million euros.
