Single electronic signature to be used for all reporting e-services in Moldova

Chisinau, 25 August /MOLDPRES/ - Entrepreneurs will be able to use a single electronic signature for all reporting e-services. Following a request of Prime Minister Valeriu Strelet, when submitting the electronic tax report, as well as other electronic services, only a certified electronic signature will be used.
"More institutions were demanding various kinds of electronic signatures that were not compatible with one another. As a result, the economic agent had to have more e-signatures, in order to be able to submit their activity reports electronically, which involves costs", Economic Council Head of Secretariat Dumitru Alaiba said. He added that, according to estimates, "about 30 per cent of the time spent by an entrepreneur to file an economic report is taken up just by the electronic signature."
There will be only one type of electronic signature acceptable to all electronic public services, including fiscal ones, added Alaiba.
The qualified advanced electronic signature will be issued by accredited institutions, such as Moldcell, Orange, Center for Special Telecommunications and CRIS Registru state enterprises, says a press release by the secretariat of the Economic Council. This signature is the key to all electronic public services and allows electronic reporting to the Internal Revenue Service, National Social Insurance House (CNAS) and National Health Insurance Company (CNAM), requesting economic activity licenses, and the electronic processing of export transactions, accessing to the State Register of the Population, requesting an apostille, accessing the State Register Of Public Procurement and others.
The advanced qualified electronic signature has the same legal force as the signature on paper. To ensure comfort and optimise the costs of using the electronic signature, the term of validity of the public key certificates of these signatures will be extended (up to 5 years), which will contribute to reducing the efforts and time costs of obtaining it.
Presently, accredited institutions issue advanced qualified electronic signatures valid for one year, after which the public key certificate must be renewed.
