Attending the event were delegates from the seven countries involved in project (Armenia, Georgia, Azerbaijan, Ukraine, Belarus, Russia and Moldova), representatives of partner institutions (World Bank, International Union for Conservation of Nature (IUCN) and World Wild Fund for Nature (WWF), national and international experts.

The programme is a political initiative meant to ensure application, adjustment of forestry legislation and improvement of government in forestry sector. It was launched as a result of increase in level of crime in managing forestry fund, which generates disruption of forestry ecosystems.
