Moldovan government sets moratorium on state control

Chisinau, 3 February /MOLDPRES/ - The government today approved a draft law on a moratorium on the state control for a three-month period. This will allow ensuring a friendly framework for developing the business environment, legislative and institutional optimization of the state controls, the government’s communication and media relations department has reported.  

In this context, Prime Minister Pavel Filip said the government did not come up with momentary and populist measures, but with long-term ones. “The situation of the state controls is not simple, but a system-related one. The government has undertaken everything which is within its competence. In these three months of the moratorium’s work, we will develop a draft law that will regulate the controls, so that they are clear for everybody, transparent and with clear-cut game rules,” Pavel Filip said.     

Justice Minister Vladimir Cebotari informed the cabinet about the actions undertaken to set the moratorium. The legal basis has been elaborated.

A good deal of the state institutions confirmed the issuance of orders on the establishment of the moratorium. The draft law was made public and consulted with the interested sides, and civil society representatives issued a notification to this end. Most proposals were found in the final draft law.

The document is aimed at limiting the abusive interventions by control bodies towards private people and legal entities carrying out the entrepreneurial activity in Moldova.

At the same time, a phone line was created, through which enterprises may inform about abuses on behalf of controls bodies, the staff in charge of communication with economic agents was selected and trained, the model record cards and the mechanism of reaction to beneficiaries’ demands were elaborated. The phone number 022 823-823 will function starting from 4 February, beginning with Monday till Friday, at 8:00-17:00.
