Chisinau, 8 June /MOLDPRES/- Strategy for reforming carabineer troops for 2017-2020 and the action plan on its implementation will be published in the Official Journal of Moldova on 9 June.

The strategy aims to reorganize and integrate the carabineer troops in the police system, maintaining military status, institutional individuality and independence in operational activity. Therefore, under the European states’ models, a dual police system is to be created with a clear delimitation of the tasks of maintaining, ensuring and restoring public order, avoiding doubling competencies between police and carabineer troops.

Thus, at the initial stage of the reform, the tasks of ensuring public order will be assigned to police and carabineer. Subsequently, the carabineer troops will take over the missions of restoring public order in situations of internal disturbances and tensions throughout the country.

At the same time, a special importance in the implementation of the reform will be given to the gradual replacement of soldiers with professional staff, so that by late 2020 the share of contracted servicemen will reach 100 per cent. In this context, it will focus on staff training, carabineer troops’ career development guide and modernization of capacities to participate in missions and operations conducted under the aegis of the EU and international organizations.

The costs for implementing the action plan will be covered from the state budget and from funds provided by the development partners.
