State Tax Service to become authority under Finance Ministry

Chisinau, 8 June /MOLDPRES/- The State Tax Service (SFS) will become authority under the Finance Ministry. The regulation on organization and functioning of SFS will be published in the Official Journal of Moldova on 9 June.

Under the regulation, SFS will be set up by reorganizing the Main State Tax Inspectorate and absorbing the 35 territorial tax inspectorates. The document stipulates that SFS director will appointed for a five-year term by Finance Minister and can be dismissed until the expiration of this term, in the cases provided by law on civil servants. If another finance minister is appointed, SFS director will be changed in no more than six months. Also, the director will be assisted by four deputy heads, each of them will be in charge of certain areas.

Under the document, in the SFS there will be an Executive Council which will analyze and settle issues related to tax administration. The council will examine the most pressing issues of SFS and identify solutions to overcome them.

The document sees that the basic functions of SFS are: elaboration of strategies and organization of management system in fiscal administration, tax administration and other revenues to the national budget, providing services to taxpayers, tax control, finding contraventions, forced execution of arrears and other unpaid payments within the timeframe, examination of appeals, issuance of normative acts regulating the application of tax legislation, international cooperation in tax administration.

The document also reads that SFS will also find offenses related to illegal practice of financial activity, tax evasion, abuse of service, deliberate and fictitious insolvency.

The new structure will have about 1,900 employees.
