Moldovan government approves measures to optimize state control

Chisinau, 12 June /MOLDPRES/- The cabinet today approved a string of amendments and completions on regulation of state control activity under the responsibility of the National Agency for Food Safety (ANSA), Agency for Consumer Protection and Market Surveillance (APCSP) and State Labour Inspectorate (ISM).

According to the government’s communication and protocol department, the document defines the duties of listed institutions in the food and non-food sector, as well as in the consumer protection and labor relations, in order to avoid conflicts of competencies and achieve maximum efficiency in carrying out state control.

According to the amendments, the state control over the production and circulation of wine and alcoholic beverages is transferred from the competence of the State Inspectorate for Alcohol Production Supervision to the ANSA competence. At the same time, under the document, ANSA will also carry out food control, becoming the authority responsible for approval and registration of new foodstuffs, approval of packaging, elaboration of sanitary rules in the food products. This will exclude duplication of tasks between ANSA and the State Health Surveillance Service.

Another area subject to the amendment is state control and supervision in the sphere of non-food products and consumer protection. Therefore, the Consumer Protection Agency will be renamed the Consumer Protection and Market Surveillance Agency, and its work will focus on ensuring the uniform implementation of consumer protection legislation, as well as quality control of tourism services, taken over from the Tourism Agency.

The draft law also aims at reorganizing the State Labor Inspectorate. Within the competence of this authority, only powers of control over the observance of the legal provisions on labor relations remain, the ones regarding the safety and health of the work are distributed to the other institutions.

The document is to be submitted to the parliament for consideration.
