Anticorruption strategy for 2017 - 2020 to be published in Official Journal

Chisinau, 29 June /MOLDPRES/ – The National Integrity and Anticorruption Strategy for 2017 – 2020 will be published in the Official Journal of Moldova on 30 June.
The new document aims to eradicate acts of corruption and recover assets from corruption offenses. Also, a priority indicated in the strategy is the transparency of public parties and institutions. The Act eliminates the deficiencies in the effective implementation of the legal and institutional framework in the field, as the old document for the years 2015-2017 was more focused on reform, restructuring and actions to amend legislation, leaving the component of effective implementation of legislative and institutional changes omitted.
The document defines seven pillars of integrity: Parliament, Government, Public Sector and Local Public Administration, Justice and Anticorruption Structures, the Central Electoral Commission (CEC) and Political Parties, Court of Accounts, People's Advocate, and the Private Sector.
The first pillar of integrity includes actions aimed at enhancing the transparency of the legislative work and the integrity of Members, to capitalize on Parliament's anticorruption role and to strengthen parliamentary scrutiny.
The objective of the second pillar is to develop integrity, accountability, transparency and resilience to the corruption risks of public agencies, members of the Government and local elected representatives.
The actions included in pillar three are intended to increase the performance of the judiciary and anticorruption agencies in preventing, combating and punishing corruption, but also to improve the asset recovery mechanism and to provide compensation for the victims of corruption.
The objective of the fourth pillar is to increase political integrity and strengthen control over the funding of political parties and electoral campaigns. The fifth pillar includes actions to strengthen the capacity of the Court of Accounts to prevent corruption. The objectives of the sixth pillar are to develop the ombudsman's functions of preventing corruption by empowering public institutions. The last pillar aims to promote a fair competitive business environment.
