Moldovan parliament hosts new round of public discussions on law of meal vouchers

Chisinau, 29 June /MOLDPRES/ - The parliament today hosted the second round of discussions on a draft law on meal vouchers. Attending the meeting moderated by Parliament Speaker Andrian Candu were representatives of authorities and state institutions, business environment, trade unions and employers, the parliament’s communication and public relations department has reported.   

In the beginning of the meeting, Andrian Candu, as author of the draft, said that, following the first round of debates, the document had been upgraded; also, a provision on the way of issuing these vouchers, both on paper and electronically, was included.     

The discussions were focused, in particular, on the way of issuing and the nominal value of the meal vouchers, way of use, etc.

The draft law stipulates the bringing of a significant supplement to the salary, which is not taxed and is a deductible cost for the employer.

The nominal value of a meal voucher is 45 lei and it is to be indexed annually. The number of vouchers given to the wage earners is the same with the number of days effectively worked in the previous month and can be used exclusively for food products. They can be used exclusively by the wage earner and the exchange of the meal vouchers for money or diminution of the salary is banned.

This initiative regards including the fight against salaries in envelopes and tax dodging. People will be able to buy food products in restaurants, coffee houses or shops. This system has been working since 1954 in more European countries, including Italy, France, the Czech Republic, Hungary, Romania.
