Moldovan government approves National Action Plan of Employment for 2017

Chisinau, 04 July /MOLDPRES/ – The Cabinet of Ministers approved at its today meeting the National Action Plan for 2017 for the implementation of the National Employment Strategy for 2017-2021.
According to the Plan, a new law on employment support for labour mediation services will be established, a new support program for young people, the financing of businesses created and managed by women, training, etc. will be set.
The plan includes the priority actions to be implemented to increase the level of employment. According to the National Employment Agency’s (ANOFM) info, out of the 50 thousand unemployed ones registered at ANOFM in 2016, 17.6 thousand persons or 35.3 per cent of the total were placed in the labour force market. On the other hand, the number of vacancies announced by the employment agencies was 44.6 thousand.
Many people can not find a job because of their low competitiveness, about 63 per cent of the number of unemployed registered with ANOFM are not qualified. At the same time, 64 per cent of those who do not have a job are from rural areas, where the vacancy level is very low. The salary proposed by businesses is low. Among other issues affecting the labour market, referred to by the Ministry of Labour, Social Protection and Family, is the emigration of the labour force, which leads to the decrease of the active population and the high unemployment among youth.
The actions included in the Plan approved by the Government aim to achieve the four objectives of the National Employment Strategy, especially the creation of opportunities for formal employment, the development of human capital, better labour market governance and the valorisation of the migration potential.
The total costs necessary to implement the Action Plan are estimated at 1.2 billion lei, of which over one billion will be covered from the state budget.
