Unqualified unemployed people to benefit from training at work in Moldova

Chisinau, 14 July /MOLDPRES/ - Unqualified jobless people, especially young persons, will benefit from training at work, in line with the labour market’s needs, according to a pilot programme launched by the Labour, Social Protection and Family Ministry today.  

The pilot programme will be carried out with the financial and methodological support provided by a project of International Organization for Migration (IOM), Promotion of Youth Employment, and will be implemented by the National Labour Force Employment Agency (ANOFM). The grant for training sees 40,000 dollars; the money will be spent for training, payment of transportation, accommodation of beneficiaries and scholarships. 

At a news conference, Labour, Social Protection and Family Minister Stela Grigoras has said that the programme’s beneficiaries would be persons aged between 18 and 35 years, who do not have qualification on the labour market and are looking for a job.

For her part, the manager of the project, Promotion of Youth Employment, Violeta Vrabie, said that the “programme is meant to back the implementation of actions concerning the labour force employment, by generating opportunities of decent work for the country’s residents, including young people.”  

The professional training programme will be carried out by the school and employer, according to the occupational standards, and will provide for 10-15 per cent theory and 85-90 per cent practice. At the end of the training process, the person will receive a certificate of qualification and will be employed in the economic unit where he/she was trained.  

ANOFM director Raisa Dogaru said that, in the last years, an increase in the number of vacancies had been recorded in certain sectors and the lack of qualified staff makes difficult the employment process. “We will analyze and identify the fields where most vacancies are registered and will train specialists in these sectors,” Dogaru said.   

Data by the National Statistics Bureau shows that, in the first quarter of 2017, the unemployment rate stood at 6.3 per cent or 75,800 jobless people; the unemployment rate among young people (15-24 years) was of 12.7 per cent or 10,200 persons and in the age category 15-29 years – 11 per cent.
