Chisinau, 21 July /MOLDPRES/ - The parliament today adopted the law on energy sector in the final reading, with the votes of 53 MPs.
The document is meant to specify more notions, including the rights and obligations of the regulatory authority.
Under the law, the National Energy Regulatory Agency (ANRE) will have including the right to apply financial sanctions on market operators.
Earlier, ANRE has had this right too; yet, the legal framework did not see the procedure of applying sanctions. Thus, to observe the right to defence of the energy sector enterprises, as well as to avoid eventual abuses on behalf of ANRE, the means of applying the concerned sanctions was set.
The new version of the law on energy sector changes also the procedure of appointing the directors of the ANRE administrative board, establishing that they will be appointed based on a contest organized by parliament on professional and transparent principles.
Another principle promoted in the law is the approval of ANRE’s budget by the latter’s administrative board, with the subsequent informing of the parliament and subjecting to the control of the Court of Accounts.
The document was coordinated and considered by experts of the European Energy Community.
