Moldovan anticorruption centre sets more corruption risks in work of national patrol inspectorate

Chisinau, 09 August /MOLDPRES/ – The National Anticorruption Centre (CNA)  identified several corruption risks within the National Patrolled Inspectorate (INP). The conclusions were made following a joint assessment with the members of the working group of the General Police Inspectorate (IGP).

The CNA’s press service has reported today that some of the risks are: ignorance of the legal framework in force, procedural violations admitted by patrol agencies, increasing number of disputed and lost contraventions in the court, etc.

Also, the CNA identified the risk of passive corruption, protectionism, over-indebtedness and discretionary exercise of powers, promoting private interests to the detriment of the public interest. Similarly, the phenomenon of pressures and abuses by pedestrian patrols has been established, the risk of passing on responsibility from one entity to another, and the exertion of pressure on drivers or economic agents.

These factors are also complemented by the minimum hiring requirements set by the leadership to occupy positions within this police subdivision. Thus, 60 per cent of the incidents of integrity registered are those who have medium or general education, who have a low level of professional training and disinterest in the proper exercise of their job duties.

Based upon the CNA’s recommendations, the IGP leadership will adopt an integrity plan aimed at diminishing or excluding corrupt risk factors.
