Moldovan government approves regulation on access to market of services provided by airports' users

Chisinau, 04 October /MOLDPRES/ – The Cabinet of Ministers approved at its meeting today the Regulation on access to the market for services provided to airport users at airports in Moldova. The document provides free access to the market for service providers in domain and ensures efficient use of air transport infrastructure.
According to the government’s communication and protocol department, opening up access to the ground-handling market will allow for lower operating costs but also to improve the services’ quality provided to airline service users.
In order to be able to operate at airports in Moldova, providers must be Moldovan residents and have a ground handling service certificate. Similarly, air operators will have the freedom to provide their own handling services.
The new regulations will apply to airports which annual traffic is at least two million passengers or 50,000 tons of freight.
The category of handling services includes ground handling and surveillance, passenger assistance, baggage, cargo and mail handling, aircraft preparation for take-off and landing, as well as assistance on the board movement surface.
The measure is foreseen in the National Plan for Harmonization of the Legislation accepted by Moldova through signing the Agreement on the Common Aviation Area between Moldova and the EU Member States.
