Regulation on getting Moldova's citizenship through investment to be published in Official Journal

Chisinau, 5 October /MOLDPRES/ - Foreigners will be able to get the citizenship of Moldova, if they contribute with at least 100,000 euros to the sustainable development fund or invest 250,000 euros in sectors of strategic development. A regulation on the matter will be published in the 6 October issue of the Official Journal (Monitorul Oficial).  

The regulation sets that the investments should be made for a period of at least 60 months.

Foreigners willing to become citizens of Moldova must have a good economic and financial reputation and should not have previous convictions, they should not be involved in cases of money laundering or financing terrorism, should not have debts to the state or certain international restrictions.

Under the document, the relatives of the applicants for citizenship will be checked too. Each file will be considered by a special commission.   

The citizens who submit the file to get the citizenship through participation in a programme on investments, must submit a package of acts, in order to justify their good economic and financial reputation. According to the regulation, the file will contain the following justificatory documents: the copy of the identity card of the stateless person or the passport; copy of the acts on the foundation of the legal entity which practices the entrepreneurial activity in which the foreign citizen or stateless person is a member, associate or stockholder or the copy of the acts on registration of the foreign citizen or stateless person as private entrepreneur; acts which confirm the profit got as associate of commercial companies in the last five years and the incomes got as private person in the last five years; acts which confirm the kinds of activity and entrepreneurship in which they invested; copy of the extract of the state register of legal entities and of private entrepreneurs or of any other similar register in the state of registration of the legal entity; certificates on lack of debts to the state budget and state social insurances budget of the foreign citizen or stateless person or of the commercial companies in which he/she, the family members or the persons maintained by them are members, associates or stockholders; certificate on the lack of debts to the state the citizenship of which he/she holds and the local budget of any level of his/her last residence; autobiography of the foreign citizen or stateless person, of the family members and of the persons maintained by them who are older than 12 years; certificates of criminal record of the last residence of the foreign citizen and of the persons maintained by him/her and a declaration on one’s own responsibility concerning the lack of conviction or previous convictions from other countries, including extinguished ones; declaration on one’s own responsibility that the financial means invested do not come from illegal sources and belong to him/her; primary documents and other information necessary to confirm the legal origin and sources of the financial means invested.     

At the same time, they will also have to present a proof of the transfer of the non-refundable contribution of 100,000 euros to the public investment fund for sustainable development or a proof of its transfer to an account of the ESCROW type at the banking account of the foreign citizen or stateless person. The file to get the citizenship through participation in investment programme could be submitted personally, via a representative authorized by proxy or based on a mandate, by an accredited company.
