New rules on organizing, carrying out activity in gambling set in Moldova

Chisinau, 20 October /MOLDPRES/ - The organizer of gambling is obliged to carry out only the types of gambles which are specified in the licence for the activity in the sector and only after getting the concerned licence, according to a type-regulation on the organization and carrying out the activity in the gambling field, published in Moldova’s Official Journal (Monitorul Oficial) today.
The document includes the rights and obligations of economic agents, as well as the ones of the gamblers. Also, the document stipulates the provisions dealing with the arrangement of casinos and taxing the incomes.
Thus, under the regulation, the organizer is obliged to ensure identical conditions for participation in gambles for all gamblers and to prevent external influence on the result of the gamble. Another obligation of the organizer is to maintain the gambling means in proper conditions and ensure their security. Also, the economic agent should daily keep the record of the incomes got as a result of carrying out the activity and the incomes provided.
Among the organizer’s obligations is also the fact that he/she should not allow access to gambling of persons who have not reached the age of 21 and of drunk persons or drug addicts. Also, the economic agent will have no right to divulge the gambler’s data, without his/her acceptance.
According to the regulation, the gambler has right to receive all his/her incomes. At the same time, the gambler and visitors of the concerned buildings are obliged to make sure, before participating in the gamble, that the latter’s organizer has valid licence for practicing the activity in the field of gambling and to present, at a request by the employee of the organizer of gambles, the identity card which contain data on the age.
Also, the gambler will be obliged to immediately leave the building, if he/she refuses to present the document, through which the identity or age can be established; he/she disturbs the public order, uses physical force or threatens to use it; hinders the legal activity of carrying out gambling or violates the rules of holding gambles.
