Chisinau, 3 November /MOLDPRES/ – Premier Pavel Filip asked the Prosecutor's Office today to investigate criminal actions or inactions of persons who have had a connection with the death of the young woman, Niculina Bulat, the government's communication and protocol department has reported.
Prime Minister, Pavel Filip, asked to investigate the mode the state institutions’ employees acted, especially the Drochia district hospital and the municipal hospital of Balti. The head of the Cabinet of Ministers said that in that case it was not about problems within health system, low wages or used equipment, but rather a moral issue for those working in the system.
"This case is out of the ordinary and does not fall within the limits of common sense, but if you want, to the limit of humanity. We need to see what reality is, but from my point of view it is the negligence on behalf of some state institutions. For ten days, Niculina Bulat suffered, turned to medical assistance and social assistance, but negligence of the institutions led to that death. It is a lack of common sense to mistreat a person in such a way," said Pavel Filip.
The Premier requested that for a week all those who were involved into the aid to Niculina Bulat to be identified. "This time I just do not want resignations, I want criminal responsibility. Those who are guilty have to bear criminal responsability," said Pavel Filip.
The PM also said that that case similarily highlighted the need for urgent reforms in the public healthcare system, primary medicine and the hospital system.
On the night of 21 October 2017, Niculina Bulat addressed hospital of Drochia, accusing great pain, but doctors told her they could not help, and did not have an ambulance, suggesting that her to leave to look for transport and ask for specialized help in Balti. In Balti she arrived with a private transport, where she had some interventions and was sent home in a transport of occasion.
On 02 November 2017, the Ministry of Health, Labour and Social Protection organized an ambulance that took her from Drochia and hospitalized her in the Emergency Hospital in Chisinau. Her condition was already extremely serious, one of the problems being a strangular hernia instead of surgery. Meanwhile, within 10 days after the night of 21 October 2017, complications arose, which increased her pain and led to death.
