Moldovan national framework of qualifications to upgrade

Chisinau, 7 November /MOLDPRES/ – The Executive has approved at its today meeting the National Qualifications Framework of Moldova. The document provides basic principles for aligning the national qualifications system with the European one, thus ensuring its modernization and transparency, the government’s communication and protocol department has reported.

The National Qualifications Framework is structured on eight levels, covering general, technical and higher education. The levels are defined based on three categories of learning outcomes – knowledge, skills and competencies corresponding to that level of qualification.

An important issue is provision on recognition and equivalence of the duration of studies and qualifications obtained before the entry into force of the Education Code approved in 2014 (which introduced changes in the structure of the education system and qualifications) with those provided for in the National Qualifications Framework (2017) and in the European Qualifications Framework. In this regard, the procedures will be de – bureaucratized.

As to an effective implementation of the document, the Ministry of Education, Culture and Research will develop the necessary methodologies and the National Register of Qualifications. It will be public and ensure the transparency of education and training in Moldova for employers, professional associations, trade unions, employers, teachers, pupils and students.

The implementation of the document will facilitate the transfer of qualifications between countries, systems and institutions. Thus, labour mobility will be promoted, employment opportunities increased and lifelong learning facilitated. The development of this instrument will have a positive impact on citizens, the education system, the labour market and the business environment.
