Moldovan top court rules parliament speaker or premier to be able to issue decree on appointment of new cabinet members

Chisinau, 2 January /MOLDPRES/ - The Constitutional Court (CCM) today presented a notification, thereby establishing that the parliament speaker or the prime minister can issue the decree on the appointment of the new cabinet members and can receive their oath of allegiance.
CCM today issued its ruling on a notification submitted by a group of MPs of the Democratic Party (PDM) on the exercising of interim duties of the Moldovan president at the appointment of the government members. The Court found out an institutional blockage triggered by the repeated refusal of President Igor Dodon to appoint the cabinet members.
The current notification is final and cannot be subjected to any appeal.
Under the amendments proposed by the Democratic Party of Moldova on 19 December 2017, only four ministers will continue working in the present cabinet. It is about Education, Culture and Research Minister Monica Babuc, Interior Minister Alexandru Jizdan, Finance Minister Octavian Armasu and Defence Minister Eugen Sturza.
At the same time, a new office of deputy prime minister for European integration will be created, due to be held by Iurie Leanca, who had earlier acted as prime minister and foreign affairs minister. Also, Cristina Lesnic, who works at the Interior Ministry, will hold the position of deputy prime minister for reintegration.
Moldova’s current ambassador to Switzerland Tudor Ulianovschi will take over the office of foreign affairs and European integration minister. A former prime minister, Chiril Gaburici, will hold the position of economics and infrastructure minister and the director of the National Blood Transfusion Centre, Svetlana Cebotari, will take over the post of health, labour and social protection minister.
Also, Rector of the State Agrarian University of Moldova Liviu Volconovici will hold the office of agriculture, regional development and environment minister and the former president of the Constitutional Court, ex-minister of justice Alexandru Tanase will take over the position of justice minister.
