Chisinau, 4 January /MOLDPRES/ - Nonlethals are to be kept at the owner’s home in a safe or metallic cupboard, fixed on the floor or wall, so that access of unauthorized persons be excluded, under legislative amendments due to be published in the Official Journal (Monitorul Oficial) of Moldova in the 5 January issue.
According to earlier provisions, the owners of nonlethals were obliged to take needed measures to keep the arms at their homes, in order to not allow access of unauthorized persons to them and there was no danger of accidental bodily harm.
At the same time, under the legislative amendments, when buying nonlethals, the person will have to present a medical certificate (narcological and psychiatric conclusion), which is to prove that he/she is able from the medical viewpoint to own and use arms and ammunitions.
The new regulations also see that persons owning nonlethals with rifled tube are obliged, once in ten years, to come to the competent service of the Interior Ministry to make experimental shooting. The carrying out of the shooting is certified through a report, in case of legal entities and through certificate, for private people.
Also, if the owner was limited the right of ownership of the arms for a five-year period, after the expiration of this term, to re-establish the right to own, bear and use the arms, he/she is obliged to repeatedly finish a course of theoretical and practical training of handling a firearm.
