Chisinau, 17 January /MOLDPRES/ – The Cabinet of Ministers approved the Concept of Community Police Activity (APC) and the Action Plan for 2018 – 2020 on its implementation today. The documents aim at organizing police activity corresponding to best practices and international standards of police cooperation with community members, the government’s communication and protocol department has reported.
The concept of APC does not imply creation of a new police service or distinct structure, but a model of police activity in common with society, as to solve problems related to public criminality and security. As such, groups of persons, including teachers, doctors, representatives of local authorities, business environment and policemen will be set up into localities to identify problems in community and find solutions to solve them. This approach seeks to change the perception of police by society: from a structure that applies punishments to one that primarily takes care of the citizen.
Also, the document provides for the functions and tasks of the APC in the context of modernizing and reforming police and aims to bring the police and society closer together.
The Action Plan on implementation of the vision includes several objectives, such as elaboration of methodology for piloting the concept of community police activity and its implementation and the public promotion of APC by the territorial police inspectorates (IPT).
