Moldovan MPs resume work in standing commissions

Chisinau, 18 January /MOLDPRES/ - The MPs of the commission for foreign policy and European integration, at a today’s meeting, considered and approved a draft law on the approval of the strategy of development of the civil society for 2018-2020 and an action plan on its implementation, the parliament’s communication and public relations department has reported.
Under the draft, the strategy is aimed at implementing three general objectives. They provide for the strengthening of the civil society’s framework of participation in the working out and monitoring of the implementation of public policies, promotion and consolidation of the financial durability of the civil society and development of an active civic spirit and voluntariate.
The general goals and the specific ones are to be carried out through more activities regarding the development of the institutional mechanism of cooperation between the state’s institutions and the civil society in the processes of elaboration, monitoring and assessing the public policies.
Thus, a structure in charge of cooperation with the civil society will be established at the government; cooperation between the parliament and civil society will be strengthened; the legal framework in the field of decision-taking transparency is to be improved. At the same time, the mechanism of re-directing two per cent of the incomes of the private person and the one of deducting donations will be improved and the development of social entrepreneurship is to be regulated.
The innovative elements of the draft provide for setting a clearer mechanism of monitoring, introducing the intermediary evaluation, adjusting financial estimations and financial sources, completion of progress indexes, especially with quality indexes.
The draft is to be discussed and voted in parliament’s plenum.
