Parliamentary control to be brought to new qualitative level - Moldovan speaker says

Chisinau, 6 February /MOLDPRES/- This year, we will bring parliamentary control to a new qualitative level, and even if preconditions for amendments to the electoral legislation are continually, the rules of the game cannot be changed before elections. Parliament Speaker Andrian Candu made the statements in an interview to an informational portal in the capital.
Candu said that prerequisites for amendments to electoral legislation are. “This is a process that has dynamic and the key elements need to be adjusted to conduct the electoral process at the highest standards identified by experts in the field. However, we have a limitation set by international organizations specialized in electoral matters, such as the Venice Commission and the OSCE. One year before the elections, no election changes are allowed, so as not to change the “rules of the game”, and the parliamentary elections are due to take place in late November, because then the mandate of the current legislature expires”, he said.
The speaker said that the year 2018, which is an electoral one, will bring major changes in the activity of the institution. “This year we will bring parliamentary control to a new qualitative level. We are going to strengthen this dimension of our activity, as we are at the stage where the quality of the laws is a priority. We need legislative norms to work. In the context, we are setting a new mechanism, called ex-post analysis, which involves measuring the legal side, as well as the impact of the law. We will look at the list of laws that we will be subjecting to this analysis, as surveys are to be organized at the commission level on different target groups to see the perception and impact that the law has produced over time. A law must be in force for at least three years, for ex-post control”, he said.
He noted that the MPs are under elaboration of Code of Parliament, which would include an important part related to ethics of lawmakers. “We have also begun consultations for the reform of the parliament’s secretariat, which will increase efficiency, reduce employees and spending of public money”, he concluded.
