Three Moldovan state enterprises to be reorganized into Centre of Information Technologies in Finances

Chisinau, 8 February /MOLDPRES/ - The state enterprises Fintehinform, Fiscservinform and Vamservinform will be reorganized through transformation and merger with the public institution, Centre of Information Technologies in Finances, under a cabinet decision due to be published in the 9 February issue of the Official Journal (Monitorul Oficial).  

The Finance Ministry, which will take over the rights and duties of the three entities, is the founder of the new institution. The latter’s setting up fits into the reform of public administration, assumed by the government and its goal is to strengthen the duties of the administrative authorities, in order to improve their management and ensure the providing of the best public services.  

The Centre will have the task to manage, develop, maintain and ensure the work of the information systems in the sectors: public money; public procurements; fiscal and customs fields; other sectors given under normative acts. Some of the duties of the new entity are the implementation of the single window mechanism in providing public services in the sectors within its competence; digitalization of services provided; creation, owning and developing state information systems and resources in the fields within its competence.   

During two months upon the date of the decision’s entrance into force, the Finance Ministry will organize a contest on the selection of the director of the Centre of Information Technologies in Finances. Subsequently, decision-makers will work out and submit to cabinet for approval a methodology of calculation of tariffs for services provided by the new public institution. In a two-month term following the approval of the methodology, the centre will elaborate a classified list of services provided and their tariffs and present them to the government for approval.  

The spending for the reduction of the staff, triggered by the reorganization of the aforementioned three enterprises, will be provided from the own incomes of the entities reorganized, transmitted to the public institution, Centre of Information Technologies in Finances.
