Statement of parliament speaker of Moldova

Chisinau, 15 May /MOLDPRES/ – The foreign policy agreements and country commitments in relation to other states must be approved by Parliament of Moldova and its Government, otherwise they are void, said Speaker of Parliament, Andrian Candu, following announcement by President Igor Dodon that Moldova was given observer status in Eurasian Economic Union (EEU), the parliament’s communication and public relations department has reported.

The Speaker of the Parliament said that neither the Government nor the Legislature submitted requests to Eurasian Economic Union and did not request any statute express by law.

"Under these conditions, Igor Dodon and PSRM are those which have been granted observer status and definitely not the Republic of Moldova. Our country is fully committed to EU, and the European path is the only strategic option of country development that offers chances of progress and stability for generations. That is why we initiated procedure of amending Constitution for introduction of the European vector as the only development option within legal provisions. Neither Igor Dodon nor any other dignitary can, without Parliament's support, decide another course for the Republic of Moldova," said Andrian Candu.

According to Article 66 of Constitution of the Republic of Moldova, Parliament's basic attributions include approval of principal directions of internal and external policies of state, ratify, denounce, suspend and annul action of the international treaties concluded by the Republic of Moldova. Also, according to Article 11 of the Law on International Treaties of the Republic of Moldova of 24 September 1999, the Parliament of Moldova decides on ratification, acceptance, approval or accession of Moldova to:

a) international treaties concluded on behalf of Moldova;

b) international treaties signed at government level related to one of following categories:

- peace treaties;

- political or political commitments;

- military treatment, which concerns defence capability of Moldova, issues of disarmament or international control over arms, peace and security;

- treaties on territory;

- treaties that require adoption of new laws or revision of existing laws, with exception of treaties on non – reimbursable external assistance;

- treaties aimed at participation of Moldova in international organisations;

- treaties involving a financial commitment;

- treaties concerning status of persons, human rights and fundamental freedoms;

- any treaties which ratification to be specified in their provisions.
