Court of Accounts recommends improvement of MPay Service

Chisinau, 1 August /MOLDPRES/- The Court of Accounts highlighted the need to improve the Government Electronic Payment Service (Mpay), as its benefits are not fully turned to good accounts. The conclusions are set in a report of the Court, which analyzed the extent to which the management of the Service ensures the expected impact.
The Court's report states that although some results have been recorded, there are improvements in terms of boosting the technological upgrading process that limits the achievement of the MPay Service's expected impact.
At the same time, the Electronic Government Agency, which was designated as MPay Service Owner, has not implemented an effective mechanism for monitoring and controlling access to the Service in order to ensure the security and protection of personal data.
The Court also found that the benefits of the MPay Service are not fully used. At the same time, the insignificant number of services to be paid through the MPay Service did not lead to obvious changes in the massive access and use by people.
On the other hand, the entities receiving electronic services do not have all the technical, human and financial capacities needed to ensure the sustainability of the MPay Service.
The deficiencies found are caused in particular by insufficient preparation of the establishment process, weaknesses of the regulatory framework, lack of performance indicators, insufficient management of risks related to its implementation and operation, lack of human and financial resources within the public entities.
Based on the findings, the Court highlighted the need for the government to monitor, support and boost the Service.
Electronic Government Agency Director Eugeniu Ursu expressed disagreement with a number of findings, calling for a revision of the draft report.
The Government Electronic Payment Service (Mpay) was set up in 2013 to ensure a single mechanism for paying public services, taxes, fees, fines and other payments to the national public budget.
