Moldovan government amends regulation on pupils' carriage

Chisinau, 24 April /MOLDPRES/ - Children due to move to education institutions by school transport units will have a conductor trained in terms of traffic security, according to amendments made by the cabinet to the regulation on pupils’ carriage today.
The draft has at its basis the premise that the pupils’ safety represents “one of the fundamental conditions for organizing the transportation process.” Starting from 2010, the government, with the support of foreign partners, initiated the process of providing the general education system with school transport.
As a result, 22,263 pupils are carried by 386 school buses in the 2018/2019 academic year; as many as 196 of these buses were donated by the government of Romania between the 2014 and 2017 years; another 109 buses were bought and distributed to districts by the Education, Culture and Research Ministry. Eighty one buses were purchased from local sources and 56 transport units are leased.
The actions planned, under the cabinet’s decision, regard the possibility of creating school transport services and specifying the responsibilities of entities/persons in charge of the regulation’s enforcement.
The Education Code will be completed with the following text: “The second-level local public administration authorities and the ones of the Autonomous Territorial Unit of Gagauzia provide free of charge transportation of pupils from rural settlements to and from education institutions, on distances exceeding 2 km, if there is no general education institution appropriate for the pupil’s education level (primary, gymnasium, lyceum) in the pupil’s settlement of residence. The benchmark points for calculating the distance will be regarded the following ones: point of embarking from the pupil’s residence settlement and the embarking point (education institution where he/she learns).
The draft differentiates and specifies the powers of the local authorities of various levels at the signing of contracts on the carriage of children/pupils.
