Moldovan top court rules on possibility to change electoral system

Chisinau, 26 April /MOLDPRES/- The Constitutional Court today ruled on the possibility to modify the electoral system, and decided that in the case of snap polls, they should be organized under the mixed system.
The magistrates of the Constitutional Court today examined the complaint by independent MPs Ion Groza, Alexandr Oleinic and Viorel Melnic, who asked for interpretation of whether Parliament is entitled to change the electoral system at less than a full mandate of the legislature and if early parliamentary elections can be organized under a different electoral system than the one used in ordinary parliamentary elections.
The court ruled that the parliament can change the electoral system in less time than a full parliamentary term. At the same time, the new voting system cannot be adopted before snap polls, but only for ordinary parliamentary elections, provided that the change takes place at least one year before the elections. At the same time, the court ruled that frequent changes in election rules may disadvantage voters and parties.
The ruling is final and shall be published in the Official Journal of Moldova.
