High school building to be energy – efficient with EU support in west – central locality of Moldova

Chisinau, 18 July /MOLDPRES/ – The building of the Constantin Spataru Theoretical High School in Leova will be energy – efficient in the framework of an investment project worth over €2.6 mln, implemented by the Regional Development Agency South (ADR Sud) and International Cooperation Agency of Germany (GIZ) by EU support.
According to project, it will be carried out thermoinsulation of exterior walls of the building, construction of the facade, the windows and doors will be completely replaced, there will be repaired the roof, ventilation system, with other interventions to increase the block energy efficiency at the Leova educational institution. There will also be installed a system of roof – mounted photovoltaic panels, which will generate electricity for internal use of institution, there will be purchased and installed lifts for persons with physical problems, there will be built access ramps and changed completely the architecture and chromatic school.
"This is a series of complex works that will be executed according to most modern and updated specialty standards. Thus, there will be ensured optimal conditions and necessary comfort for professional activity of the staff and quality studies of almost 650 pupils from several localities of the district that study here," said sources from ADR Sud for agency.
At his turn, director of lyceum Constantin Spataru, Dorin Marin, has pointed out that energy efficiency of public buildings is a great challenge not only for Leova, but entirely for Moldova. The amount of investment needed to achieve this project is impressive, surpassing, according to estimates, the amount provided by EU. "That is why, in this case, it is necessary to involve the local public administration (APL) with its own contribution. The energy efficiency is the solution for future. Along with other projects, the rehabilitation and modernization of this lyceum should be a start for a long – lasting race, about which the grandchildren will talk about," said Dorin Marin.
In upcoming stage, the technical project for execution of project: The enhancing the energy efficiency of the Theoretical High School Constantin Spataru in Leova city, is to be verified and approved. After which the ADR Sud will organise and carry out public procurement for contracting construction works.
If the required financial sources for full project realisation are not identified, it will be selected just priority measures strictly related to energy efficiency for implementation. The financial sources need to be identified by the launch stage of public procurement. Under the rules, a purchase can only be launched if it has guaranteed financial coverage.
The Leova project is funded by EU under project: The modernising Local Public Services (SPL) in Moldova, which is implemented by GIZ in partnership with the Ministry of Agriculture, Regional Development and Environment (MADRM) and financially supported by the German Ministry for Economic Cooperation and Development, Government of Sweden, Government of Romania and Swiss Agency for Development and Cooperation (SDC).
