Moldovan PM discusses issue of quality of nourishment in schools, pre-school institutions

Chisinau, 26 February /MOLDPRES/ - Prime Minister Ion Chicu considered the issue of quality of nourishment in schools and pre-school institutions at a meeting today. Attending the event were the heads of the Economics and Infrastructure Ministry, Public Procurements Agency (AAP) and National Food Safety Agency (ANSA), the government’s communication and protocol department has reported.
„The problem of quality of children’s nourishment has been signaled in practically all districts I visited. Reference is made to imposing as law of the acquisition according to the principle “the lowest price”; yet, I understand that the law provides enough instruments. We must identify ways through which we should ensure the nourishment of children exclusively with qualitative products,” the PM said at the meeting.
The AAP leadership informed the prime minister that there were presently more than 3,000 contracting authorities in Moldova and a few of them had trained specialists for the carrying out of public procurements. A large number of public tenders are organized for small batches of similar goods, which reduces the efficiency of procurements. AAP proposes as solution working out of standardized task notebooks with specific requirements for various types of products and the processes of public procurements should be centralized.
The prime minister asked the authorities in charge of public procurements and of market supervision to actively communicate, in order to ensure the efficiency of procurements and the quality of goods on market. AAP is to boost the processes of training of contracting authorities and to inform the interested sides about the instruments offered by the legislation to efficiently carry out the procurements. The AAP leadership will present an action plan meant to centralize the public procurements. ANSA will re-assess the practices of market supervision, in order to prompt the removal of non-qualitative goods from market.
