Sub-commission to exercise parliamentary control over enforcement of rulings by Moldova's Constitutional Court, Eurpean Court of Human Rights

Chisinau, 8 April /MOLDPRES/ - The parliamentary juridical commission for rules and immunities, at a today’s online meeting, ruled to propose to the parliament’s plenum to approve a draft on the amendment of the parliament’s regulation. Thus, the commission members suggest the creation of a sum-commission for the exercising of the parliamentary control over the enforcement of the decisions by the European Court of Human Rights (ECHR) and Constitutional Court (CCM).   

The MPs suggest that the sub-commission works within the juridical commission for rules and immunities. A representative of the parliament’s opposition will be elected as head of the sub-commission and its numerical and nominal composition will be approved by the juridical commission for rules and immunities, by majority vote.  

The sub-commission will permanently monitor the process of enforcement of the ECHR and CCM decisions and will promote the draft normative acts necessary for their implementation. The sub-commission will hear and ask for information from the authorities in charge of the elaboration and implementation of the measures of carrying out the ECHR and CCM decisions.   

„The parliament is annually informed about the non-fulfillment of certain decisions of the Court through the report on the exercising of the constitutional jurisdiction. Therefore, we deem as necessary to establish a mechanism of control over the process of carrying out of the Constitutional Court’s decisions,’’ the head of the juridical commission for rules and immunities, Vasile Bolea, said.
