INSTRUCTION No 15 of Moldova's Commisison for Emergency Situations from 8 April 2020

Chisinau, 8 April /MOLDPRES/ - In accordance with the Article 22 from the Law No 212/2004 on the regime of state of emergency, of siege and war, Article 2 of the Parliament Decision No 55/2020 on the declaring of the state of emergency, points 6, 7, 8 and 9 from the Regulation of the Moldova’s Commission for Emergency Situations, approved under the Government Decision No 1340/2001, Moldova’s Commission for Emergency Situations,
INSTRUCTS:
1. Resumption of the international passenger/freight traffic through the Moldovan-Ukrainian state border checkpoints Ocnita-Sokireani and Larga-Kelmentsy starting from 10 April 2020, 8:00.
2. The Interior Ministry (MAI) and the Finance Ministry will ensure the resumption of the work of the border checkpoints provided for in the point 1.
3. The Foreign Affairs and European Integration Ministry (MAEIE) will inform the competent authorities of the neighbour state.
4. During the quarantine regime established in the Soroca municipality, beginning with 9 April 2020:
4.1.the people older than 63 years are banned from going outdoors and in public spaces without urgent need, except for: (1) trips on job purposes; (2) trips for supply with food products, (3) trips for medical assistance, which cannot be postponed; (4) trips on other justified grounds and which cannot be adjourned;
4.2. the people older than 63 years are allowed to go outdoors, except for cases of trips on job purposes, only on the period from 9:00 till 13:00;
4.3. the stay/movement of people in group of more than two persons is banned;
4.4. the carrying out of the online commerce is banned for all categories of goods, except for the ones from the category: food, pharmaceutical products, hygienic and sanitary articles;
4.5. the trade units which provide services on the quarantine regime period are banned from carrying out activities without individual protection means (protection mask, gloves);
4.6. the presence/movement of more than two people concomitantly, including the driver, in any type of vehicles (public/private) is banned, excepting the transport units which carry out activities of supplying the settlement with food, medical, as well as technical services;
4.7. the local public authorities of all levels, the administrative and territorial units of which are in the neighbourhood of the zones where the quarantine regime is introduced, are obliged to ensure the right to free movement for the residents from the regions in the neighbourhood of the quarantine zone, for meeting the vital needs.
5. The quarantine regime is introduced in the Talmaza village, Stefan Voda district, as of 9 April 2020, at 8:00.
6. The centre for coordination of the foreign assistance for removing the consequences of the COVID-19 pandemic is set up at the State Chancellery.
7. The regulation of the centre for coordination of the foreign assistance for removing the consequences of the COVID-19 pandemic is approved, under the Annex 1 of the present Instruction.
8. The settlement of the applications on the getting/losing of the citizenship are suspended on the state of emergency period.
9. The terms provided for in the points 40 and 58 of the regulation, approved through the Government Decision No 1144/2018, are extended by 60 days, in the case of the applications submitted before the declaring of the state of emergency.
10. To fulfill the provisions of the article IV of the Law No 56/2020 on the establishment of measures of backing the citizens and the entrepreneurial activity in the state of emergency period and amending normative acts, the following measures are instructed:
10.1. The people who lost their jobs as a result of the emergency state, when registering with the status of unemployed at the territorial subdivision for employment and asking for the unemployment benefit, are not obliged to individually insure themselves in the mandatory health insurances system;
10.2. The people who do not confirm a length of pensionable service of 12 months in the last 24 months, including the persons who returned to Moldova from abroad, till registering with status of unemployed at the territorial subdivision and asking for the unemployment benefit, are obliged to insure themselves individually in the mandatory health insurances system by paying the mandatory health insurance premium in fixed sum.
11. During the state of emergency, the preferential certificates of origin of goods, presented in copies (on paper or in electronic format) or authenticated with digital signature (presented in copies or in original) have the same validity as their originals.
12. The importer, in a term of 30 days after the ceasing of the emergency state of the importing country or/and of the exporting country, is to present the originals of the certificates of preferential origin to the customs bodies.
13. On the period of the emergency state, the ambulant trade with vegetal farming products and personal products is allowed, based on the authorization of the placement, issued by the local public authority, with the obligatory ensuring of the observance of the norms for reducing the spread of the COVID-19 infection.
14. The authorization of placement and the requirements of organizing the ambulant trade will be set by the local public authorities.
15. The taking of the school-leaving examinations for candidates for the office of judge and prosecutor is suspended till the emergency state is lifted.
16. The authorization for making the charter flight Warsaw-Chisinau for the repatriation of Moldova’s citizens is suspended, given the small number of demands.
17. The organization of the charter flight Moscow-Chisinau is authorized for the repatriation of Moldova’s citizens.
18. The charter flight London-Chisinau-Prague, operated by the air company TIME AIR, is authorized starting 9 April 2020.
19. The movement of the public transport is ceased in the Chisinau and Balti municipalities on 11-12 April 2020.
20. The term of ceasing the work of the taxators in public passenger transport in the Chisinau and Balti cities is extended till 24 April 2020.
The National Commission for Emergency Situations has also taken other decisions.
The non-observance of the provisions/measures established by Moldova’s Commission for Emergency Situations, represents danger for the public health and will serve as reason for calling the guilty people to contravention/criminal account.
The present Instruction enters into force starting the moment of its issuance and is published on the government’s official webpage.
