INSTRUCTION No 27 of Moldova's Commission for Emergency Situations from 8 May 2020

Chisinau, 8 May /MOLDPRES/ - In accordance with the Article 22 from the Law No 212/2004 on the regime of state of emergency, of siege and war, Article 2 of the Parliament Decision No 55/2020 on the declaring of the state of emergency, points 6, 7, 8 and 9 from the Regulation of the Moldova’s Commission for Emergency Situations, approved under the Government Decision No 1340/2001, Moldova’s Commission for Emergency Situations (CSE),
INSTRUCTS:
1. By derogation of the provisions of the point 3 of the decision No 9 from 15 March 2020 of the national extraordinary public health commission and by derogation of the provisions of the point 13 of the Instruction No 2 from 20 March 2020 of the Commission for Emergency Situations (CSE), the Commission authorizes the crossing the Moldovan-Romanian state border in the direction of entering Moldova through the state border checkpoints opened for the traffic starting from 10 May 2020:
1.1. of four Romanian citizens specialists in works of maintenance for the Kaufland shops from Chisinau;
1.2. of one Romanian citizen expert within projects launched by the STARNET group of companies;
1.3. of a Romanian citizen for the organization of the work of the company Prolife Group” Ltd.
1.4. of 18 Romanian citizens workers specialists of the commercial company Horeco Impex Ltd, headquartered in Romania, for continuing the activities of finishing the contracts underway with the companies Amella Frigo”; „Bonaro Agro Grup”, „Nordgrimfruct”, C.I. „Sadoeconstrug”;
1.5. of two Turkish citizens agricultural experts for the carrying out of works of finishing the technological process, according to the contractual provisions with the commercial company Garantcom Invest Grup” Ltd;
1.6. of five foreign citizens who work within the project on the strengthening of the infrastructure of supply with water and sewerage in rural areas, focused on the safe evacuation of residual waters from the southern Cantemir town.
2. CSE authorizes the extension till 15 May 2020 of the temporary stay of three Turkish citizens in Moldova, who are representatives of the company MKL ENERGY L.T, with the compulsory ensuring of the observance of the norms for reducing the spread of the COVID-19 infection.
3. Starting from 11 May 2020, the public institution Public Services Agency, through its territorial subdivisions, based on preliminary scheduling, by ensuring the observance of the norms for reducing the spread of the COVID-19 infection, will resume the providing of the following public services:
3.1. issuance of the identity card of Moldova’s citizen;
3.2. issuance of the passport of Moldova’s citizen.
4. The quarantine regime is ceased in the villages of Cismichioi and Etulia, southern Vulcanesti district, as of 10 May 2020.
5. The movement of the public transport is ceased in the Chisinau and Balti cities on 9-10 May 2020.
6. The resumption starting from 11 May 2020 of the work of the markets, excepting those placed in the Chisinau and Balti cities, with the compulsory ensuring by the organizers/traders/buyers of the norms for reducing the spread of the COVID-19 infection:
6.1. observance of the social distance;
6.2. observance of the distance between the trade places of at least two metres;
6.3. monitoring the health condition of traders and employees;
6.4. endowment of the employed staff with protection equipment;
6.5. supply with disinfectant at the entrance;
6.6. processing of surfaces with disinfectants and ensuring the regime of wet cleaning at least three times per day.
7. The non-observance of the provisions/measures established by Moldova’s Commission for Emergency Situations, represents danger for the public health and will serve as reason for calling the guilty people to contravention/criminal account.
8. The present Instruction enters into force starting the moment of its issuance and is published on the government’s official webpage.
