Moldovan cabinet approves budget of mandatory health insurances accounts for 2021

Chisinau, 1 December /MOLDPRES/ - The cabinet, at a today’s meeting, voted the draft law on the mandatory health insurances accounts for 2021, the government’s communication and protocol department has reported.    

Under the draft, revenues worth 11.1 billion lei and expenses amounting to 11.3 billion lei are provided for the next year, with a deficit worth 200 million lei, which will be covered from the balance of financial means which is to appear in late 2020.   

About 2.7 billion lei will be allocated from the state budget for 2021 to increase the salaries for the medical staff: by 10 per cent as of 1 April 2020, by 30 per cent starting from 1 September 2020, as well as enforcing the next stage of increase by 30 per cent beginning with 1January 2021 and covering the expenses for the staff involved in providing the medical assistance who meet the criteria of COVID-19 case definition.

As much as 11.1 billion lei is planned to be accumulated and used in the basic fund, by 35.9 per cent more against the level approved for 2020. Thus, the concerned incomes will be used for covering the expenses needed for carrying out the single programme of mandatory health insurances. Spending for compensated medicines worth 678.6 million lei is provided for in this sub-programme.  

Health, Labour and Social Protection Minister Viorica Dumbraveanu said that financial means worth 989.7 million lei was envisaged for the sub-programme , Specialized ambulatory medical assistance, 98.5 million lei – in the sub-programme, Community and home medical care. Over one billion lei is seen in the sub-programme, Pre-hospital emergency medical assistance and 5.8 billion lei – for the Hospital medical assistance.    

Fifteen million lei is envisaged for 2021 for the development and modernization of medical institutions. More advanced medical equipments are to be purchased; new medical technologies are to be implemented, etc.

Thirty one million euros was allocated to the health system within the World Bank’s Emergency Response to COVID. The money will be spent to buy medical devices, individual protection equipments, tests, as well as for the repair of the intensive therapy and infectious sections

Also, as for the project, Emergency response to COVID-19 and support for micro-, small, and medium-sized enterprises, measures will be taken to strengthen the health system nationally by supplying the institutions with medical devices. The programme is financed by the Council of Europe Development Bank, worth 40 million euros.
