Moldovan official says simple, efficient process of work can eliminate corruption in public services

Chisinau, 14 December /MOLDPRES/ – Simplifying the necessary procedures for provision of public services, their transparency and use of info technologies are the first steps to exclude corrupt acts in the activity of the Public Services Agency (ASP), according to the institution director, Serghei Railean.

"The first Multifunctional Centre in Straseni showed how a public service structure should be – bulky spaces, no offices, all operators are in the hall, and the applicants are served according to the electronic lines so that the citizen does not have access to guard, with whom to try to make some arrangements," said Serghei Railean.  

The official pointed out importance of reducing the list of documents required for a public service. "Previously, in order to obtain a passport, a series of acts were required – from the civil status office, diplomas or such a document as the military record. The book was a good source of corruption because many persons may not even know where it is. Currently, in order to get an act, a person will only be presented an ID card," said director of ASP.

The cited source also mentioned the benefit of a legislative initiative registered in Parliament of Moldova, which provides for the elimination of the blood group indices in acts confirming identity. "This is the last and only certificate that we ask for at the first documentary, but we hope it to be excluded. The data on blood group is not always relevant, especially in case of an accident, any emergency investigations are being carried out at the hospital," said Serghei Railean, adding that similar simplification would be done with all areas of activity of APS.

ASP was created by the government in 2017 and took over the duties of IS “CRIS “Registru”, ale IS “Camera Inregistrarii de Stat”, IS „Cadastru”, ale Serviciului Stare Civilă și Camerei de Licențiere (Civil Status Service and Licensing Chamber). Overall, the Agency offers over a thousand public services, many ones are online.
