Chisinau, 12 March /MOLDPRES/ - The government has given a negative note to a draft law on the amendment and completion of legislative acts, put forward as legislative initiative. The draft sees that the information on the packages of the imported medicines be written in the state language and in one of the international languages, and the instructions on the use of medication be put down in the state language and the Russian language.
Also, the authors suggest ban of the the import and placing on market of products, providing services in the lack of full, truthful and correct information and the information on the goods, services provided to consumers, accompanying documents, as well as the contracts signed be presented in the state language and in the Russian language.
As for the mention “the Russian language as language of inter-ethnic communication,” the cabinet said that the establishment of the status of the Russian language in the context of the laws subjected to amendments would be conceptually erroneous. “The Supreme Law provides an equal treatment to all languages spoken on the territory of the state. Therefore, the solution proposed by the draft does not correlate with the constitutional provisions on the functioning of the state language and the other languages spoken on the state’s territory,” the note reads.
Presently, the information on the packages and the prospectus of the medicines made by Moldovan producers is written in the state language and in the Russian language. The putting down of the prospectus for the imported medicines in the Russian language “would imply additional spending, and if the prospectus information is big, expenditures also can be triggered for packing, on grounds that a larger package would be needed, which will cause an increase in the producer’s price,” the note also reads.
According to the note, the documents accompanying the product from its import to its placement on the market, as well as the contracts concluded between the importer/distributor/economic agent with another side can trigger additional expenses, to provide the translation in the Russian language, which for their part, could have an impact on the final price of the product for the buyer.
