Chisinau, 28 March /MOLDPRES/ – Over 100 applications were submitted to banks within First House programme, only two days after it became operational on 26 March, said Prime Minister, Pavel Filip, at the opening of the Government’s meeting today.
"The project is a success, but some adjustments are needed to make it accessible to a larger number of beneficiaries. I always propose to improve it. I have already got some questions. We should already make some changes. For example, notion of employee does not include entrepreneurs. For some, period of activity outside Moldova is not taken into account," said PM.
Another change that can be put into operation in a short time is that when calculating income of young families, a guarantee of income from second – degree relatives is also taken into account.
"A more important element and, I think it can be repaired quickly, is that the Programme, in its current regulations, only first degree relatives can have the quality of sureties, I think we can widen the circle of persons who can come in quality of guarantors, why not, second – degree relatives or perhaps even going further. It is indifferent who provides that warranty. It is not necessarily to include only first degree relatives," said Premier.
Based on results the current programme results, authorities are considering expanding it, giving civil clerks possibility to purchase a dwelling on advantageous terms.
The Prime Minister also referred to currency risk because loans are taken in MDL and real estate vendors demand payment in Euros, so changes are needed to eliminate that issue.
Approximately ten thousand families are expected to apply to First Home programme. "The programme’s size is one billion MDL meaning that banks can issue loans of four billion MDL. If we make a simple calculation, that would mean more than ten thousand apartments," said Finance Minister, Octavian Armasu, in an interview earlier in 2018. There are expected two thousand families to be able to buy housing under First Home programme.
