Moldovan cabinet approves new actions to back non-commercial organisations

Chisinau, 28 March /MOLDPRES/ – The Cabinet of Ministers approved at its today meeting the draft law on non – commercial organisations (NCOs). The aim of the document is to improve legal framework regulating activity of non – governmental organisations and simplify the procedure of their registration, contributing to a better assurance of freedom of association, the government’s communication and protocol department has reported.
The project provides for removal of restrictions for certain categories of persons to found or direct NCOs, provision of additional safeguards to protect freedom of association, abolition of territorial restrictions on activity and limitation of possibility of State intervention into work of those structures.
The document also establishes principles for establishment and operation of NCOs and provides for their registration to be carried out free of charge by Public Services Agency (ASP). Also, there are stipulated attributions of NCOs, rigidity of transparency and procedure for awarding public utility status.
The drafting of normative act took into account expertise of some NGOs, which made several proposals to be considered.
At present, there are registered 8,860 public associations, foundations and private institutions within Register of non – commercial organisations (RON).
