Regulation on implementation of First Home programme in Moldova to be completed with new provisions in favour of applicants

Chisinau, 28 March /MOLDPRES/ - Prime Minister Pavel Filip, in the beginning of a today cabinet meeting, referred to the implementation of the First Home governmental programme, which has been functional as of 26 March this year. The PM said that, on the first day of the programme’s launch, over 40 persons applied to fill in their applications. At present, about 100 people are in process of submitting the set of documents, the government’s communication and protocol department has reported.     

“We are set that young people have possibility at least to see the perspective that they can buy a dwelling at home, in Moldova. Also, we intended to attentively follow the carrying out of this programme, as it is difficult to start things ideally from the very beginning. Obviously, problems will come about, which will be claimed by the applicants for this programme and I suggest that we permanently improve our skills,” the prime minister said.  

In the context, Pavel Filip noted that more questions had appeared as to the content of the regulation of the programme, stressing that some provisions need to be changed. Among them, there are the inclusion in the notion of “employee” of young people who work as private entrepreneurs or based on licence, as well as the taking into consideration of the period of employment outside Moldova. Also, in conditions when, at present, only first-degree relatives can be guarantors for the loans provided within the programmne, the prime minister asked to extend this circle of persons to the second-degree relatives.     

Another aspect which, according to the PM, is to be regulated more in detail regards the way the currency exchange risks are diminished and informing the programme’s beneficiaries about the providing of loans only in Moldovan lei.  

The prime minister asked the Finance Ministry to present, next week, the needed amendments and completions to the programme’s regulation. “Even if we face the situation to change it more often, it is better that the programme goes well and that we take into account all claims which appear during time,” the PM added.
