Chisinau, 29 March /MOLDPRES/ – The mechanism for distributing funds to fund political parties could be changed. A draft law on this issue was adopted today in its first reading by Parliament.
The initiative belongs to a group of MPs and provides 87 per cent of total volume of allowances to be distributed to political parties in proportion to achieved performances, equally in parliamentary and local general elections. The political parties will benefit 10 per cent proportionally, respect quota of at least 40 per cent women candidates submitted to uninominal constituencies in parliamentary elections and 3 per cent – parties with number of women elected as MPs in Parliament on uninominal constituencies.
At the same time, percentage quota allocated from state budget remains unchanged and can not exceed 0.2 per cent of state budget revenues.
At present, distribution means: 50 per cent – political parties proportional to performances in parliamentary elections and another 50 per cent to political parties in proportion to performances obtained within general local elections.
The regulation on political parties’ financing, including calculation methodology, will be approved by Central Electoral Commission (CEC). The new provisions will be implemented from budget year 2019.
