Moldovan cabinet to continue reform of framework of regulating entrepreneurial activity

Chisinau, 13 April /MOLDPRES/ - The government today approved an action plan for the implementation of the Strategy of reform of the framework of regulating the entrepreneurial activity for 2018-2020. The project’s working out was preceded by an assessment of the present business environment, as well as of the results of the implementation of the Strategy’s action for 2016-2017.
At the cabinet meeting, Economics and Infrastructure Minister Chiril Gaburici said that the 36 actions had been fully carried out of a total of 56 actions provided for in the action plan for 2016-2017. Some actions, 15, are being implemented, and at a request by interested state’s institutions, local authorities and associations in the field, will be contained in the action plan for 2018-2020.
Most actions approved regard the revision and optimization of the regulation framework and the analysis needed for these activities. The concerned actions will be implemented mostly by the public sector, in cooperation with private sector’s representatives. To a great extent, the Strategy’s actions are expected to be backed by development partners as well. At present, the donors and technical assistance projects underway and are interested in participating in the implementation of these measures are: the World Bank, especially through the Electronic Governance Centre; Competitiveness Enhancement Project II, project on financing the reform of the investment climate in Moldova, International Finance Corporation, European Union Border Assistance Mission to Moldova and Ukraine (EUBAM).
The general basic goals of the Strategy are development of a facilitating regulation framework, developing stimuli for the efficient implementation of reforms, as well as improving the communication and encouraging the participation of interested sides in reforms.
Although more reforms have been carried out in this field and the administrative burden on the private sector has diminished, in comparison with other countries of the region, Moldova is still on a lower position against most of its regional competitors in terms of perception of the business environment’s quality, measured through indicators of the Doing Business study or other indicators, such as the complex measurements according to the ranking.
