Moldovan government approves conditions for public-private partnership for designing, construction of multipurpose arena

Chisinau, 13 April /MOLDPRES/ - One more step has been made to carry out the Chisinau Arena project. The cabinet today approved the objectives and conditions of the public-private partnership for the designing and construction of the multipurpose arena of national interest and the general requirements at the selection of the private partnership.

The general goal of the public-private partnership consists in the financing, construction, technical endowment and making available for use of the multipurpose arena of national interest.

Under the document, the multipurpose arena will have a basic capacity of at least 4,000 and 4,100 places at the most, a parking zone with 1,000-1,100 places, a separate zone for training and small events. Also, the project sees a separate zone for covered Aqua Park, Spa and Fitness, Olympic swimming pool and a stand for at least 500 places (according to the standards of the International Swimming Federation), open tennis tents (at least eight tents), public nourishment points, infrastructure.

The building of the multipurpose arena is to be completed in a 12-month period after private partner receives the construction authorization.

The private partner must have at least three projects on designing and construction, carried out in the last five years (2013-2017), worth at least 30 million euros per one project. At the same time, the partner should have experience in the construction of sports buildings similar to the object of the public-private contract (arenas, sports complexes, stadiums) – at least one project implemented in the last five years.

The minimum annual average turnover of the private partner from construction activities was established at least at 50 million euros per year in the last three years, access to financing lines of at least 50 million euros from banking institutions or any other reputed financial institutions.

The duration of the implementation of the public-private contract is of at least 10 years.
