Moldovan cabinet improves providing of public services, management of state information systems

Chisinau, 25 April /MOLDPRES/ - The data centres in the public sector will be strengthened and the management of state information systems – optimized. To this end, a public institution, Information Technology and Cyber Security Service, will be created, through the reorganization of the state enterprise, Special Telecommunications Centre. The new entity will absorb also the state enterprise, Agricultural Information Centre, the government’s communication and protocol department has reported.
The service will manage the governmental infrastructure of information networks and data centres, will ensure the cyber security and will represent the authority of certification of the public keys for the governmental sector.
The new public institution will take over the common governmental technological platform (MCloud) and will extent it through consolidating the data centres, thus providing their aligning with the European security requirements. In cooperation with the owners of state information systems, the service will provide migration of the systems in the MCloud platform and will take over their technical administration, by applying unified procedures of administration and ensuring quality.
These measures will contribute to the overcoming of more problems faced by the public authorities, such as the lack of qualified staff in the IT sector and insufficiency of the needed infrastructure to ensure a good level of performance and security of the IT systems.
“It is more complicated to ensure a high cyber security while having more data processing centres. By concentrating all institutions on a server or on the MCloud platform we have, it is certainly much easier. And, first of all, the costs will be much lower; secondly, we will ensure the cyber security,” Prime Minister Pavel Filip said.
As for the dimension of developing the state information systems, it is provided for the consolidation of capacities of projects’ management, analysis and designing, as well as ensuring the quality of IT solutions. The public institution, Electronic Governance Centre (E-Government) will be renamed into public institution, Electronic Governance Agency of Moldova. The agency will further promote technological innovations in the government and modernization of public services.
The changes take place in the context of carrying out the strategy on the reform of public administration for 2016-2020 and the national strategy of information society development Moldova-2020.
