Moldovan government approves concept of information solution to implement single window

Chisinau, 23 May /MOLDPRES/ - The cabinet continues the digitalization of the process of issuance of permissive acts, in order to save time and money of entrepreneurs, as well as resources of the public institutions in charge of issuing acts. To this end, the cabinet of ministers approved a concept of automated information system of management and issuance of permissive acts, which will serve as basis for the implementation of the single window, the government’s communication and protocol department has reported.
All public authorities issuing permissive acts will use a single automated system, accessible from computers, mobile phones and public terminals. Thus, entrepreneurs will be able to ask for documents at distance, online and public institutions will be able to exchange documents and information. After their issuance, the acts could be accessed by any public institution asking for them. The system will be integrated with the common governmental services MPay, Msign, Mpass, Mconnect and will placed on the MCloud platform.
Through this system, entrepreneurs will be able to submit online applications and pay the taxes for getting the permissive acts, will be able to learn all needed information to this end, as well as to sign documents electronically. Applicants will have possibility to online watch the evolution of the application submitted.
Thus, the digital solution will facilitate the process of issuance of permissive acts, both for entrepreneurs and for issuing public authorities. In particular, the number of documents for getting permissive acts, as well as the physical presence of applicants will be reduced, the period of issuance of documents will be stricter monitored and less and less permissive acts will be provided on paper.
All permissive acts will be recorded in the Register of Permissive Acts, a regulation on the keeping of which was approved also at the today cabinet meeting. The Register will be formed within the Automated Information System of Management of Permissive Acts and will allow getting extracts from it us by public authorities, private people and economic operators from Moldova.
Prime Minister Pavel Filip noted that the reform of permissive acts, which the government had promoted in 2017, brought to business people over 200 million lei annually, according to experts of the World Bank Group’s International Finance Corporation. “This means a help for the business environment. And now it is important that these 152 permissive acts left be provided comfortably to economic agents. Twenty nine acts will be already issued soon through the single window and, in the long run, we are set to issue all of them in this way,” the PM added.
