Term of payment of 50 per cent of fine set to be extended in Moldova

Chisinau, 15 June /MOLDPRES/ - The term of payment of a half of the fine set is to be extended from 72 hours to three working days. The concerned amendments are contained in a draft on amendment of the Contraventional Code, adopted by the parliament in the first reading today.  

Under the draft law, if the trespasser pays the sanction during three working days, no penalty points will be applied against him/her. The draft’s authors said that this measure of stimulation would contribute to the prevention of corruption factors, as the holders of driver’s licences who got a critical number of penalty points try to omit this sanction by illegal means.   

At the same time, the Contraventional Code will be completed by a new chapter – simplified procedures of finding out and considering the contravention. Thus, the act through which the person will be sanctioned is to be issued in form of decision by the inspector examiner. 

Other amendments made to the Code propose that the driver’s licence remains to be held by the driver, even if he/she was deprived of the right of driving, without the issuance of a temporary driver’s licence being necessary.

The mention on the depriving of this right will be made in the database held by the National Patrol Inspectorate, to which all employees with powers in the road traffic safety sector have access. The driver is to be sanctioned also in the case of carrying children smaller than seven years, with the infringement of the provisions of the road traffic regulations.    

Also, decision-makers are to establish the civil punishment also for the infringement of legal provisions as to the special protection of children at risk and children separated from parents, which regards the identification, record and assistance of children at risk, protection of children separated from parents, determining the status of child, cooperation between the tutelary authorities. Subjects of contraventional liability are the local tutelary authority and the territorial tutelary authority.   

The carrying out of reconstruction works or other works, accompanied by noise, in rooms of blocks of flats in the time interval between 18:00 and 8:00 will also be sanctioned with fine imposed against private person and legal entity. 

To become law, the draft is to be considered and adopted in the final reading.
