Moldovan cabinet approves measures to re-educate minors with deviant behaviour

Chisinau, 29 June /MOLDPRES/ - The government today approved a draft law on measures and services meant for children with a deviant behavior. The document establishes actions due to be undertaken by the authorities to re-educate minors who commit deeds provided for by the criminal or civil law, but cannot be called to account, the government’s communication and protocol department has reported..       

Thus, the draft includes measures and services meant for children with deviant behavior, the competent authorities and the ways of their intervention.  

As for minors committing criminal deeds, the draft sees enforcement of the following measures: specialized supervision, placement in the service of guardianship or family-type service, as well as the placement in the residential-type service.  

Also, the document is aimed at creation a residential-type service with high specialization for educating minors with a dangerous behavior for the society.

Children committing less serious offences, provided for in the Contraventional Code, will be supervised by their maintaining in their own families. They will have to take a compulsory education course, psychological counseling programmes and medical treatments – if needed.   

The re-education measures, in most cases, will be set by the territorial guardianship authority and the period of enforcement could be revised, as well as replacement with another measure or their cancellation, depending on the behavior of the child. The document also sees parents’ right to contest the decisions taken.
